LANGLEY (USIntelNews.com) – The Biden administration shifted American foreign policy to security interests in Europe and criticized many Western Balkan countries for not imposing sanctions against Russia, after Vladimir Putin unleashed the biggest war in Europe since World War Two. President Biden called Milorad Dodik “a evil dictator” and diplomats in Washington D.C., who worked on Republika Srpska, referred to that entity of Bosnia and Herzegovina as a “little piss-ant country” trying to bully the United States with the help of the Kremlin. Milorad Dodik is dictator of Republika Srpska, one of the two entities of Bosnia and Herzegovina. He is serving as the 7th and current Serb member of the Presidency of Bosnia and Herzegovina. In describing the nature of the Milorad Dodik regime in Republika Srpska, the United States intelligence community, which emphasis is on protecting the economic, security, and political interests of the United States, used “banana republic” to convey the corruption, and the absurdity of the Milorad Dodik regime. At the root of the United States— European Union (EU) relationship is the problem of the way the European Union has chosen to exercise its power over the Western Balkans—whether economic, or political. The clear disparities in power have contributed to a set of prevailing beliefs in the European Union towards the Western Balkans, that justifies prescribing solutions for EU’s economic and political dilemmas, from reforming the Western Balkan region’s economies to promoting democracy, and dealing with dictatorships. At the root of many of these policy dilemmas in dealing with the Western Balkans are historic and persistent negative attitudes that reflect myths, stereotypes, and poor information. Josep Borrell is a Spanish politician serving as High Representative of the Union for Foreign Affairs and Security Policy since 1 December 2019. In a strange twist of interests and priorities, Josep Borrell, and others in charge of Western Balkans policy in the EU—most of whom know little about the region—often devise Western Balkans policies to satisfy domestic political interests rather than geostrategic concerns. Britain introduced sanctions in April against Dodik and ally Zeljka Cvijanovic for what it said were their efforts “to undermine the legitimacy and functionality of the State of Bosnia and Herzegovina.” According to the United States Treasury Department, in addition to his subversive actions, “Milorad Dodik has used his official Bosnia and Herzegovina position to accumulate personal wealth through graft, bribery, and other forms of corruption,” the U.S. Treasury said. “Cumulatively, these actions threaten the stability, sovereignty, and territorial integrity of Bosnia and Herzegovina and undermine the Dayton Peace Accords, thereby risking wider regional instability.” Josep Borrell’s failure to take a stronger stance against Bosnian Serb nationalist Milorad Dodik risks deepening the political crisis engulfing Bosnia. By politically backing Milorad Dodik, Josep Borrell is supporting efforts to break up Bosnia and Herzegovina which could spark renewed conflict. “Milorad Dodik’s destabilizing corrupt activities and attempts to dismantle the Dayton Peace Accords, motivated by his own self-interest, threaten the stability of Bosnia and Herzegovina and the entire region,” said one of the undersecretaries of the U.S. Treasury for terrorism and financial intelligence.
