Milorad Dodik: Threat Assessment of the US Intelligence Community
The security of the United States and the European Union is being challenged like never before. Extensive corruption in the Republika Srpska government under the Milorad Dodik regime, judicial system, and law enforcement is one of most significant national security threats facing United States and the EU, as the United States remains a crucial contributor to Europe’s security, both through NATO and as an independent actor. Therefore, tackling this corruption of the Milorad Dodik regime must be a high priority for our government, to end the destruction caused by the drug cartels and arms dealers from the Mini Balkan State, including international criminal groups from Russia and Serbia.
Republika Srpska Human Rights Record
Any effective strategy to reduce drug trafficking, money laundering and arms trade will require an unprecedented level of cooperation between United States and the EU. Republika Srpska is one of the most repressive states in the world. Republika Srpska´s citizens lack basic rights like freedom of speech and freedom of religion. They are monitored by a massive security apparatus of the Milorad Dodik regime that administers threats and torture and other issues that human rights advocates try to bring to international attention; human rights violations, widespread government corruption, political influence on the judiciary, attacks on journalists and restricted freedom of assembly, including harsh prison conditions, restrictions of freedom of expression and attacks against minorities, including lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons, including a number of physical attacks against journalists.
Refuting Opponents
In December, the Ministry of Interior of Republika Srpska banned the Pravda Za Davida movement (in connection with the David Dragičević case), from holding peaceful protests in Banja Luka. On December 25 2018, authorities of Republika Srpska arrested 20 Pravda Za Davida supporters, including two opposition politicians and David´s father Davor Dragičević and mother Suzana Radanović. Everything is wrong in Republika Srpska, instead of prosecuting the murderers, the parents were arrested. The brutal police of Republika Srpska used excessive force on peaceful protesters, but the tactics of Dictator Milorad Dodik and other regime members are always the same: accusing the media of treason in response to criticism. The hallucination of the dictator goes so far, that Milorad Dodik asserted that the journalists received special training in the United Kingdom, adding that it was understood what purpose this “training” would serve. There were credible reports of voter intimidation and vote buying in the pre-election period of last October 2018 General Election, as international observers reported numerous incidents. Republika Srpska´s citizens have long been accustomed to bribing police officials, and social norms enabling such corruption are reflected in regimes behavior.

Human Rights and National Security
The Milorad Dodik regime today is perhaps one of the foremost adherent in the world to the notion that raising human rights concerns amounts to improper interference in the internal matters of another state, but even events in Mini-State Republika Srpska have an impact on the United States and our partners in European Union. The EU is not only an ally of the United States but it is also one of our largest trading partners. And, we have agreed, in security agreements, to work together on security issues relating to the entire world. The United States can not just close its eyes, and just ignore the criminal acts in Republika Srpska, under the Milorad Dodik regime. The instruments already exist: Racketeer Influenced and Corrupt Organizations Act (RICO) is a federal law designed to combat organized crime. It allows prosecution and civil penalties for racketeering activity performed as part of an ongoing criminal enterprise. Such activity may include bribery, kidnapping, murder, money laundering, drug trafficking, and a host of other unsavory business practices. It’s about time that United States brings law and order back to the Balkans.
